Job Description

I am currently seeking a Procurement Manager to work for a leading organisation based in Leeds. Salary £40,000 - 48,000 per annum

As Procurement Manager you will deliver procurement projects to support customers across the Yorkshire & Humber regions.

ACCOUNTABILITIES

  • To take specific responsibility for the provision of procurement services and to provide at scale and joined up services where required.

  • To be involved in a wide variety of major procurement exercises for health & non healthcare services.

  • To contribute strategic procurement advice to all program leads and directors, and to advise senior managers on procurement issues.

  • To ensure compliance with statutory and local policies/standards/procedures for all procurements of healthcare and non-healthcare services.

  • To develop and deliver a number of training sessions to educate all Senior Managers within the organisation

  • Define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

PERSON SPECIFICATION

  • Knowledge of OJEU tendering

  • Understanding of the Public Contract Regulations (2015)

  • Experience of tendering on behalf of public sector customers

  • Understanding of light-touch regime services

  • Project management experience

  • Demonstrated experience of coordinating projects in complex and challenging environments

  • Experience of drafting briefing papers and correspondence at board level

  • Experience of creating and giving presentations to a varied group of internal and external stakeholders

Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly

TECHNICAL SKILLS

  • Numerate and able to understand complex financial issues combined with deep analytical skills

  • Familiarity with office Microsoft Office software (in particular Word, Excel, Powerpoint)

  • Ability to work with eTendering systems (namely Bravo and AWARD)

  • Understanding of TED and Contractsfinder

  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
